They usually have scouts that go to other wrestling shows. If they see someone of interest they offer them a contract to one of their developmental territories like Ohio Valley Wrestling. Once they spend some time there if they progressed far enough they are called up to the WWE.

2 ways.
1. They have their own minor wrestling promotion.
2. ANY wrestler that is not signed to another company they can sign to theirs. If they think the wrestler is good enough to be on one of their shows they will try to sign him if they want him.

They use independent organizations such as “OVW” (Ohio Valley Wrestling as their “farm” club. That is one way they get new talent.
